The Murphy-Meilin Institute of Cybernetics was founded by Drs. Galen Murphy and Meilin Peiris in 2145, following on after their incredible successes pioneering and developing cybernetic technologies at Indoc 4 Hospital. It is the premier center for cybernetics in the entire Earth Republic, known for its fearlessness, enterprising spirit, and a certain amount of cyber obsession and recklessness. During the Praezorian Wars, many of the cybernetic revivals and subsequent development of military cyborg technology was achieved and developed at Murphy-Meilin; by 2151, they had begun packaging and sending specialized cybernetic combat arms and repair hands, as well as armored plating units for sucking chest and back wounds, to ERSN ships and AoE infantry units.
Dr. Galen Murphy retired at last in 2153, after the Second Praezorian War, at the age of 78; in the same year, Dr. Meilin Peiris returned to Indoc 2, where she spent her youth and residency, to develop a second specialized cybernetics institute, studying how Skelow nanites could be brought to bear in the development of "micro cybernetic" systems. In the resulting power vacuum, Murphy-Meilin attracted a large number of ambitious young cyberneticists, all hoping to be the next Drs. Murphy or Meilin, and its reputation for cowboy cybernetics, increasingly unlikely revivals, and overuse of military-grade technologies without patient consent only worsened. This hotdogging reached its zenith with the highly publicized revival of Lieutenant-Commander Jaesan Novak, who was crushed and burned to death on the bridge of the ERS Titan during the Battle of Delta Pavonis. This revival was viewed as a highly emotional decision, but it brought an enormous quantity of prestige to the institute and to the team who pulled it off--and with that prestige, a flood of resources.
The development of cybernetic revival has largely outpaced the psychological counseling and research needed to deal with the aftermath. In recognition of the emerging number of "cyber psychosis" cases reported throughout the military and veteran groups, World Parliament passed a budgetary measure in 2155 calling for Murphy-Meilin to develop a psychological aftercare program for such military cyborgs. Sergeant-Major Dr. Savin Kalgari, D. Psych and former counselor aboard the ERS Gorgon and Hydra, stepped forward to develop the pilot program, getting it off the ground in 2156.
